I'm confused, 3.10.2 is on 10/10/2017 before 3.10.1 releases in 11/07/2017?

No, 3.10.1 doesn't have release date marked (second blue dot from the right). 3.10.2 released 11/07/2017 and 10/10/2017 is a current date (yellow dot).
Also remember that 11/07/2017 is a 11th of JULY 2017 because:
